One Time Settlement Scheme on Punjab pattern or Deemed Assessment scheme demanded for all pending Vat Assessment cases for traders by CBM

Daily One hour from 12:00 p.m. to 1:00 p.m. for public meetings fixed for all inspectors and ETOs of U.T.: Orders Deputy Commissioner.
Assistant Estate Officer and Assistant Labor Commissioner will be part of Traders Welfare Board from next meeting: orders Deputy Commissioner on the plea of Board Members.

CHANDIGARH: A meeting of Trade Welfare Board of U.T., Chandigarh was held in the U.T. Guest House Chaired by Sh. Mandip Singh Brar, Deputy Commissioner and attended by Senior officials of Excise and Taxation Department of Chandigarh..The participating team of Chandigarh Beopar Mandal consisting Sh. Charanjiv Singh, President, Sh. Ram Karan Gupta, Advisor cum Chairman, GST Coordination Committee, CBM, Sh. Diwakar Sahoonja, Patron cum Official Spokes Person, Sh. Sanjeev Chadha & Sh. Kamaljit Singh Panchhi, General Secretary, CBM. 

The trader issues put before the board by CBM were namely

*Early announcement of One Time Settlement or Deemed Assessment Scheme to clear off all pre GST, VAT Taxation Assessment cases without necessity of C-Forms.

* Till then OTS Scheme is not implemented in Chandigarh interest on tax assessed due to non availability of C-Forms sgould not be levied.

*Permission for rectification of Assessed cases up to 2013-14 should be given without going for appeal.

*Freedom from scrutiny of all the traders confining to local sale and purchase.

*Public meetings fixed hours in the Department.

*MSME notification to include trading as MSME must be notified for traders of city to take advantage as MSME.

*The scope of Trade Board be expanded to include issues related to Estate Office & Labor Department.

*Time limit for scrutiny/auditing of GST cases should also be fixed three years from the due date of filing of annual return on the pattern of Income Tax..

Relief up to Rs.10 Lac to the families and firms of traders who died during Corona waves.

It is clarified that CBM has applied for OTS scheme on Punjab Pattern for Assessment of old VAT cases around six month back. Excise & Taxation Department prepared the case and forwarded it to higher authorities which ultimately rejected it. Now on the request of Board Members and considering the difficulty of traders, ETC was kind enough to send the case again for the reconsideration of Chandigarh Administration. While announcing deemed assessment or OTS scheme the peculiar business conditions of small state like Chandigarh having not much of its own production or manufacturing be considered to provide adequate extra relief.

Deputy Commissioner lauded the roll of different market welfare associations constituting CBM in supporting anti Covid measures and vaccination campaigns by the Govt and also not letting down the GST collections.
