Traders demand MP to ensure notifying need based changes in Building Byelaws prior to any proposal of increase in penalty provisions

One Time Settlement Scheme on pattern of Punjab demanded for all pending VAT cases demanded by Chandigarh Beopar Mandal

CHANDIGARH, 10 MAY: In an important meeting held in BJP Bhawan, Sector-33 with Ms. Kirron Kher, Member Parliament Senior Functionaries of Chandigarh Beopar Mandal emphasized on increase in ease of doing business and consider simplifying of building byelaws in the incoming meeting of panel to be held on 12/05/2022. The better facilities and byelaws of commercial buildings in adjoining Tricity have resulted in moving away of city businesses to nearby states.

Charanjiv Singh, President, CBM handed over copy of Memorandums on behalf of traders of the city. The important issues forwarded to the MP were

  1. Demand of need based changes in building byelaws prior to any proposal of changes in penalty provisions and rates.
  2. Rationalizing the exorbitant proposed penalty and daily charges to be reasonable and rational.
  3. Policy to convert commercial and industrial leasehold property to freehold.
  4. Rationalization of conversion/extra coverage charges from SCF to SCO which have been recently increased from Rs.5 Lac to Rs.70 Lac.
  5. General trade be permitted on all the floors of commercial buildings as already permitted business activity and also display on upper floors be allowed without any extra charges,
  6. Upgrading market areas and permission to bay shops and booths to have upper stories for storage
  7. Permission to SCF and SCO’s to have box type coverage on their first and second floors for extra space and safety
  8. Amnesty or OTS Schemes for disposal of pending VAT cases of State on the pattern of Punjab.

Diwakar Sahoonja said since commercial space in city is well specified and limited hence to contribute significant to target of our PM to make India a 5 trillion economy we must have softer provisions or laws regarding penalty  regarding commercial buildings and usages to support startups and existing businesses in the city

The Senior Functionaries who attended the meeting President Charanjiv Singh, Patrons Diwakar Sahoonja, Anil Vohra, Purshotam Mahajan, Vinod Joshi Chairman Building Byelaws Committee, Ramkaran Gupta Chairman GST Committee, General Secretaries, Naresh Mahajan, Sanjeev Chadha, Kamaljit Singh Panchhi, Finance Secretaries, Radhey Lal Bajaj, Sanjiv Grover, Secretary. Ms. Kirron Kher, MP assured the delegation to take up traders issues sympathetically in the incoming meeting of the panel constituted on the direction of the Supreme Court.
