ELECTION CODE OF CONDUCT VIOLATED IN CHANDIGARH!

CHANDIGARH: In a case of openly flouting norms and Election Model Code of Conduct, MCM DAV College, which is an aided college under UT Administration, made a mockery of itself by conducting interviews after the code of conduct was imposed. In a hurry to oblige their chosen ones in a hurried manner, MCM College authorities forget that as per Panjab University as well as DHE (Chandigarh Administration) rules it is mandatory to give at least one week’s notice be given to shortlisted candidates.

A complaint has now been formally lodged to Governor Punjab and Chandigarh Chief Administrator and marked to State Election Commission and Panjab University Vice Chancellor regarding opening flouting of norms by MCM DAV College for conducting interviews after Model Code of Conduct declared on 22.11.2021. The interviews were conducted for Commerce, Management, Sociology, Physics, Mass Communication and other subjects on 24-11-2021 and 25-11-2021 and all these were done flouting norms and merit both to adjust candidates. Infact, after 25th interview of commerce and sociology there was a hue and cry outside MCM office by candidates for openly flouting norms, manipulating documents to adjust internal candidates. 

The Applicant Advocate Jaswinder Singh mentioned to the UT Administrator that the process be “Scrapped Ab Initio” and a serious action must be taken in this matter by Chandigarh Administration and Panjab University Vice-Chancellor on the college. 

“The MCM DAV College was in such a hurry to conduct the interviews that applicants were intimated just two days in advance to appear for the interviews, thus not even providing sufficient time for them to prepare for the interviews. In fact, in many of the interviews, attendance was not even 50% as candidates could not reach on time or could not bring their testimonials,” said Advocate Jaswinder.

What comes as an utter disregard to the directions of the State Election Commissioner, as it amounts to criminal breach of election guidelines, the government officials themselves are shocked.

It has been demanded that DHE, UT Administration and Vice-Chancellor, P.U. must declare the interviews conducted by MCM DAV College as null and void and not grant approval to the process. Additionally, UT Administration must consider stopping grants to this college, which openly flouted election code and did violation.

ii) Direct the DHE (Director Higher Education) UT Chd to conduct impartial enquiry on flouting of rules and regulations for conducting the interviews

Respected Sir,

We seek your immediate and benevolent intervention to stall the sham process of interviews conducted at MCM DAV College, Sector 36 in utter disregard and flouting of Model Code of Conduct operative at Chandigarh from November 22, 2021 in view of the ensuing Municipal Corporation Elections.

The whole process has been vitiated and needs to be SCRAPPED AB INITIO as it has been conducted in a hurry to oblige their chosen ones in a hurried manner.

The MCM DAV College was in such a hurry to conduct the interviews that applicants were intimated just two days in advance to appear for the interviews, thus not even providing sufficient time for them to prepare for the interviews. In fact, in many of the interviews, attendance was not even 50% as candidates could not reach on time or could not bring their testimonials. It is to be noted that PANJAB University as well as DHE (Chandigarh Administration) rules mandate that at least one week’s notice be given to candidates.

It is pertinent to note that for interviews scheduled for Nov 25, 2021 were intimated to the candidates on 22.11.2021 telephonically and then to circumvent the model code, interviews were preponed on Nov 24, 2021, reflecting the casual approach and premeditated process of favouring their internal candidates as external candidates got less than even two days.

Many of the candidates specifically pointed out at the time of interviews that the model code is operative and whether the process is legally sound, but to no avail.

As a custodian of the justice, we seek your directions to Vice Chancellor, P.U. and the DHE, UT Administration to declare the interviews conducted by MCM DAV College as null and void and not grant approval to the process.

It is humbly submitted that exemplary action be taken against the MCM DAV Management Committee for willfully and knowingly disobeying the Model code of Conduct in utter disregard to the directions of the State Election Commissioner, as it amounts to criminal breach of election guidelines.
